Jasmine Voskanian, 49-year-old white woman, was shot on Wednesday, Feb. 25, 2009, at her home in the 4200 block of Jacaranda Avenue in Burbank, according to coroner's records.

Voskanian was shot around 12:20 a.m. and police have arrested and charged two men: Armen Mangasaryan, 29, and Arpiar Tergalstanyan, 20.

Voskanian had failed to repay a debt, according to police, who said the suspects are connected to her in some way. Burbank police said Voskanian and her home were specifically targeted in the shooting.

Police took a black Mercedes and a handgun from the scene.

It seems like Jasmine was borrowing money but apparently had not repaid the debt. She had allegedly committed fraud against the girlfriend, (Bella Stepanyan), of the shooter's brother.

From the Contra Costa Times: "Stepanyan said she had lent Voskanian at least $8,500 on two different occasions and gave her access to her bank account in 2008. After Voskanian repaid only $1,000 and Stepanyan discovered what she believed to be fraudulent activity occurring on her account, the two had a falling out and Stepanyan gave the accused gunman permission to "talk to" Voskanian to get the money back, according to her testimony."

One thing leaves me puzzled by all of this. If the testimony is true, it's surprising that Jasmine was able to get access to Bella's financial accounts. Why would Stepanyan give access to her bank account to Jasmine? It seems like an incredible amount of trust was put into this relationship. How did they know each other? How did they meet? It just doesn't seem like these were two people who met at random. It's hard to imagine giving someone access to your bank account. But since we don't know their full background its impossible to know how deep their personal bonds were.
