Javier Garcia, a 16-year-old Latino from San Fernando, was riding his silver bike north on Telfair Avenue about 3 p.m. Wednesday, Jan. 21, 2009, when he was shot multiple times by an unknown suspect, said Det. Pat Barron of the Los Angeles Police Department's Foothill Division. He said the case was gang-related.

“We actually have several witnesses, which is unusual in the gang cases,” Barron said. “We appreciate the fact that witnesses have come forward.”

Garcia died at the scene, less than 100 feet from the Telfair Avenue Elementary School, Barron said. Classes had ended at 2:19 p.m., but because many students were involved in after-school activities, the school was locked down until about 4:30 p.m., said a spokeswoman for the L.A. Unified School District.
