Debra Williams, a 32-year-old black woman, was found dead in the 400 block of West 98th Street in Vermont Vista on Nov. 16, 1992.
In 1995, David Allen Jones was wrongfully convicted of killing Williams and two other women.
Williams' murder was later tied to Chester DeWayne Turner through DNA evidence.
