Judith Simpson, a 27-year-old black woman, was found dead near South San Pedro Street and East 88th Street in Green Meadows on Oct. 14, 1988.
The following year, Rickey Ross, at the time a Los Angeles County sheriff's deputy, was charged in connection with the murders of Simpson and two other women.
Those charges were later dropped when an outside ballistics expert disputed the initial report that his weapon had been used in the killings. All three cases remain open.
