Omar Payan, a 20-year-old Latino, was shot and killed Sunday, July 26, in the 3700 block of Foster Ave. in Baldwin Park, according to authorities.
Baldwin Park police discovered Payan after being called to the scene of a car accident at 6 a.m., according to a Los Angeles County sheriff's news release.
They found Payan dead in the car with several gunshot wounds to his back, the statement said.
