Paula Vance, a 38-year-old black woman, was found dead in the 600 block of West 6th Street in downtown on Feb. 3, 1998.
Chester DeWayne Turner was sentenced to death in 2007 for the murder of Vance and nine other women. Authorities believe he was tied to seven other killings, including three for which another man was wrongfully convicted.
Turner, 38, was in state prison for a 2002 rape conviction when he pleaded not guilty to charges in 10 of the 12 strangulation killings. LAPD Det. Cliff Shepard said that without DNA evidence linking Turner to the slayings, the former pizza delivery man and father of four would not have made it "onto our radar screen."
