Jose Luis Velasco, 38

Jose Luis Velasco, a 38-year-old Latino, was shot and killed Saturday, April 29, in the 9500 block of South Avalon Boulevard in Green Meadows, according to Los Angeles County coroner’s records.

Velasco was sitting in a silver BMW parked in a driveway about 3 a.m. when a person walked up and fired at him “at close range,” said Los Angeles Police Det. Nathan Kouri.

Moments earlier, the shooter had walked up to another man, 37-year-old Herbert Torres, who was sitting on a stairwell in a nearby apartment complex and opened fire.

The shooter walked up to Torres and tried to fire again but failed. The bodies of Velasco and Torres were found about 4 a.m.

Velasco was pronounced dead at 4:20 a.m. at the scene, and Torres was pronounced dead at the nearby scene at 4:18 a.m., according to coroner’s records.

Kouri said the shooter’s face was covered during both attacks and that police are trying to determine a suspect description.
