Teresa M. Ballard, 27

Teresa Ballard, a 27-year-old black woman, was found dead in Jesse Owens Park near Western Avenue and Century Boulevard in Gramercy Park on Sept. 23, 1992. Her body was partially clothed.

Michael Hughes was convicted of the murder of Ballard and three other women in 1998. A decade later, a cold-hit DNA link tied him to four additional homicides.
